The Mahoning Valley Scrappers of the New York-Pennsylvania League ended the 1999 season with a record of 43 wins and 33 losses, finishing first in the league's Pinckney Division.

The Scrappers topped the league with 406 runs, spearheaded by 49 home runs. Mahoning Valley surrendered 363 runs. Nate Grindell drove in 47 runs and topped all qualifying hitters on the roster by hitting .315. Brian Jackson led the team with 6 wins and a team-best 3.46 ERA, tops among hurlers with significant time on the mound.
